Partner-LPAs of the project on civic engagement in local governance “MĂ IMPLIC” learned about good practices in the field of communal waste collection

Between June 9-10, 2021, the project “MĂ IMPLIC” organized a study visit in Fălești rayon on the topic of solid waste management for representatives of LPAs, Municipal Enterprises and Community Initiative Teams from the 16 partner localities / groups of localities, which currently create or improve the communal solid waste collection service.

The purpose of the study visit was to get acquainted with and exchange good practices in the field of development and management of communal selective waste collection service; to understand the role of the municipal enterprise in the management of communal service and to observe the process of collection, sorting, and storage of solid waste.

The participants visited the Department of Production and Communal Household Fălești, where they learned about the process and stages of modernization of the communal service within the city of Fălești. They visited the centralized landfill in Călugăr village, managed by the Municipal Enterprise from Fălești, where they learned in more detail about how to arrange an authorized landfill, mandatory technical rules, waste conservation, landfill management and supervision, environmental regulations, etc. They also observed how the sorting station works and how the waste is transferred.

All 16 projects in the field of solid waste management, implemented by the partner localities with the support of the “MĂ IMPLIC” project, will apply the selective waste collection model. That is why the group of delegates visited the headquarters of the Municipal Enterprise in Fălești, where they learned about the company’s practice in the field of selective collection of solid waste, especially about organizing the collection and use of biodegradable and organic waste for the benefit of the community.

Given that most of the partner communities are small communities, the study visit to the village of Sărata Veche was extremely useful. By the example of this small community, they found out how the selective collection service was created in Sărata Veche. Also, they watched the process of collecting waste from private households.

Within this activity, several aspects related to the organization of the municipal service in the field of solid waste collection were discussed and shared, especially regarding selective collection, the ways of capitalizing the waste for the benefit of the community, the normative aspects, and communication with residents. Participants received a set of documents and normative acts (ME activity regulations, decision models, tariff calculation methodologies, contracts models, etc.), which could later serve as a model, and which could be adapted to the specifics of each community.

The study visit was organized as part of the capacity-building activities of the partner LPAs. In the period 2021-2023, 16 localities/ groups of localities are implementing projects aimed to improve the solid waste management service, with the support of the Project “MĂ IMPLIC”, financed by the Swiss Agency for Development and Cooperation (SDC) and implemented by SKAT Consulting. Following the signed agreement, the municipalities benefit from funding (maximum 65,000 CHF), consulting, and capacity building services. The Project “MĂ IMPLIC” will help the LPA and the service provider not only to improve the infrastructure but also to develop long-term approaches to keep this infrastructure in good shape and to have sustainable models for financing the provision of services. In our work, we will ensure that local citizens, employees of LPAs, NGOs, economic agents are actively involved in modernizing public services in the community and especially that the less advantaged have equal access to these services.

The Community Initiative Teams have successfully completed the communication course

The Community Initiative Teams from the partner localities of the project on civic engagement in local governance “MĂ IMPLIC” have successfully completed the communication course

In May 2021, the project “MĂ IMPLIC” organized a series of communication training for the representatives of the partner LPAs, the Community Initiative Teams, and the project facilitators. The activity aimed to develop practical skills in creating, planning, and developing effective communication tools to increase the visibility of community actions.

Five top experts from QUBO Communications, talked about strategic communication, copywriting, communication plan, PR and media relations, communication in social networks. The training had a practical character, the participants learned online how to create and manage web pages, how to create business pages on Facebook, how to create video and photo content. At the same time, the communities that already had web pages and Facebook pages, benefited from a brief audit of them, receiving tips to improve their online presence.

The over 60 registered participants in the training had a high attendance rate, which proves that the topics addressed were actual and very necessary. Most participants submitted their homework on time and received personalized feedback from trainers. All participants appreciated that the training was delivered in a clear and accessible way, and that practical exercises were extremely useful. These new skills will help the members of the Community Initiative Teams, but also the representatives of the partner LPAs, to improve their communication activity, especially in the online.

At the end of the course, the participants were invited to take an online test, based on the topics discussed. Participants who answered all the questions correctly obtained a certificate of participation in the course. We sincerely congratulate the 25 participants for the successful completion of the course “Effective communication for the visibility of community actions”.
