A new practical guide for local public authorities, developed by the Mă Implic project

Improving the physical infrastructure is an important issue that needs special attention but improving the provision of communal services also requires an adequate regulatory framework at the local level, as well as the correct legal and institutional organization of the communal service provision.

Following the documentation visits of the legal consultant of the Mă Implic Project in the partner communities, it was found and confirmed that most of the rural municipalities do not have qualified staff (lawyers, engineers, experts) to ensure the development, approval and periodic updating of local regulations and other legal documents, necessary for the organization and operation of public communal services. In many localities, the legal acts are outdated, completely missing or not comply with the provisions of the current legislation.

This guide was developed to support the development and adoption of local regulations for the organization and operation of public communal services.

The aim of this document is to provide legal information in an accessible, well-organized, and concise format. The document includes recommendations, practical information, and samples of documents necessary for the formalization / correct organization from a legal point of view of the creation and operation of public services.

The Project on civic engagement in local governance “MA IMPLIC” (2019-2023), implemented by Skat Consulting Ltd., financially supported by the Swiss Agency for Development and Cooperation (hereinafter “SDC”), supports the development of the Congress of Local Authorities in Moldova (CALM) as a local self-governance and municipal management expertise center for setting good standards, technical support, and advice and experience dissemination. During October 2020 – January 2021, MA IMPLIC has supported a market research analysis of available/used e-learning platforms in Moldova, and also a needs assessment in the context of the e-platform development. This was followed by the development of a concept for the CALM e-platform for trainings and support services for local public administrations (LPAs) and communal service providers (SPs), including a general Action Plan for its establishment and implementation (attached in Annex 1). The analysis and development of the concept was done with involvement of CALM – the organization to host and own the e-platform.

Therefore, the Project on civic engagement in local governance Mă Implic is seeking an IT company to design, develop, configure, and deploy an e-platform for trainings and support services for LPAs and SPs as described in the Terms of reference, available for download here.

Interested companies are invited to submit their proposals according to the requirements specified in the attached Terms of reference. The proposal must be submitted in two separate .pdf file formats and must comprise:

  1. Technical proposal, according to the template provided in Annex 1 of the Terms of reference;
  2. Financial proposal, according to the template provided in Annex 2 of the Terms of reference.

Both parts of the proposal must be submitted electronically via email (non-encrypted, no password-protection) to the address: info@int.skat.ch, with the subject line: PROPOSAL [name / abbreviation of your organization] for the e-platform. Proposals could be presented either in English or in Romanian languages.

Deadline for submission of proposals: September 30, 2021, 17:00 (EEST) (update: extended deadline October 15, 2021, 17:00). Incomplete proposals or proposals received after the specified time and date will be not be considered.
