Strengthening the capacity of Communal Services Operators for sustainable service delivery

Between March and July 2023, representatives of communal services operators from 30 partner municipalities participating in the “MĂ IMPLIC” project underwent a series of specialized training sessions. The purpose of these training courses was to enhance their knowledge and develop skills necessary for the successful execution of their service-related activities.

Over a period of five months, administrators, accountants, and other employees from communal service providers participated in 17 training sessions, organized into six modules. These modules covered crucial areas for effective service provision:

  • Organizational and Human Resources Management
  • Operational Management in the areas of sanitation, water supply, public street lighting
  • Legal and Regulatory Framework
  • Material and Logistics Resource Management
  • Financial Management
  • Marketing and Customer Relations

The training sessions were conducted by members of the “Mă Implic” team, individual consultants with expertise in specific fields, as well as specialized institutions. Participants received both theoretical knowledge and practical training, which was reinforced through project work and assignments. Upon completion of the training, participants were awarded participation certificates, recognizing their commitment and achievements.

The specialized training provided to the communal services operators under the “MĂ IMPLIC” project plays a crucial role in enhancing their knowledge and skills. By empowering these operators, the project contributes to the improvement of communal services, fostering sustainable development within the communities. The project’s emphasis on capacity building and sustainable practices reflects its commitment to achieving long-term benefits for the participating municipalities. Through continued collaboration and investment in communal services, the project aims to create lasting positive impacts on the overall well-being of the communities involved.

It is worth noting that from 2021 to 2023, thirty municipalities/groups of municipalities are implementing projects aimed at improving the delivery of communal services with the support of the “MĂ IMPLIC” project. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by SKAT Consulting. The project intervention goes beyond infrastructure improvement, the project helps municipalities also develop sustainable approaches and models to maintain this infrastructure and ensure the sustainability of services provided to the community. Successful visit of Swiss Cooperation Office Representatives to Leuşeni

On July 10, 2023, the Municipality of Leuşeni, as one of the partner localities of the MĂ IMPLIC project, had the privilege of hosting representatives from the Swiss Cooperation Office in the Republic of Moldova. The visit, led by Ms. Genevieve FEDERSPIEL and Mr. Radu DANII, aimed to monitor and evaluate the progress of the project’s implementation, focused on improving the communal sewage service in Leuşeni.

During the visit, the Swiss Cooperation Office representatives, accompanied by the project’s managers, had the opportunity to observe firsthand the ongoing work related to the improvement of the communal sewage and sanitation service in Leuşeni. The project encompasses the construction of a centralized sewage network, the establishment of a purification and pumping station, and the installation of septic tanks in areas where direct connection to the central pipeline is not feasible. The delegation toured the purification station, pumping station, and even visited private households where septic tanks were already operational. The efforts and dedication of the Local Public Administration and the citizens in driving the project’s success were duly recognized and appreciated by the Swiss representatives.

In addition to monitoring the project’s implementation, the Swiss Cooperation Office delegation provided constructive feedback and suggestions for further improving the planned activities. Drawing upon their expertise in local governance and development, Ms. FEDERSPIEL and Mr. DANII offered insightful recommendations that could enhance the project’s impact and effectiveness.

Recognizing the importance of equipping the Service Supplier, ÎM Servcom Leuşeni, with the necessary resources, the MĂ IMPLIC project provided the Municipal Service Operator with a range of IT equipment and software licenses. These tools will empower ÎM Servcom Leuşeni to carry out their duties effectively, ensuring the seamless operation of the Municipal Enterprise. The support from the project emphasizes the significance of modern technologies in optimizing service delivery and enhancing the overall functioning of the municipal enterprise.

The visit of the Swiss Cooperation Office representatives to Leuşeni proved to be a valuable exchange of knowledge and expertise. The monitoring and evaluation of the project’s implementation, coupled with the insightful suggestions provided, reinforce the commitment to achieving the project’s objectives. Through collaborative efforts, Leuşeni is poised to experience enhanced sanitation services, resulting in a better quality of life for its residents.

We would like to remind you that the Municipality of Leuşeni, the service operator, and the citizens are making joint efforts to improve the communal sewage service in the locality, with the support of the MĂ IMPLIC project. The total value of the project is 19.63 million lei, of which 18.43 million lei represents the local public administration’s own contribution. The project not only helps the Municipality improve the local infrastructure but also focuses on developing sustainable approaches and models to maintain this infrastructure and ensure the sustainability of the services provided to the community.

The MĂ IMPLIC project is implemented by Skat Consulting with funds from the Swiss Agency for Development and Cooperation (SDC).
