Addressing Energy Vulnerability in Rural Moldova: Empowering Communities through Sustainable Energy Solutions

Addressing Energy Vulnerability in Rural Moldova: Empowering Communities through Sustainable Energy Solutions

We are pleased to announce that starting in July 2023, the partial action “Addressing energy vulnerability in rural Moldova” (EnEff), a crucial component of the MĂ IMPLIC project, has taken flight. This initiative is dedicated to securing equitable access to quality public services for its rural population.

In a world where energy stability and affordability are fundamental to human well-being, a small country like Moldova faces a pressing challenge. The energy crisis that struck in 2022 has sent shockwaves throughout the country, revealing its vulnerability to external energy dependencies. Moldova’s heavy reliance on imported fossil fuels and electricity, coupled with unexpected price hikes, has unleashed a chain reaction of rising costs and energy poverty for its citizens. In the last two years, the Republic of Moldova has become the country most affected by the energy crisis, after Ukraine. Approximately 60% of Moldova’s population is grappling with energy poverty, allocating over 10% of their budgets to energy bills. The crisis has prompted a shift towards alternative heating sources and heightened concerns about environmental consequences, amplifying air pollution and greenhouse gas emissions.

The unfolding crisis caught the attention of both national and international stakeholders, leading to the formation of a new Energy Ministry and calls for collaborative solutions. Recognizing the need for urgent action, Skat Consulting Ltd. has embarked on the “Addressing Energy Vulnerability in Rural Moldova” (EnEff), partial action with the MĂ IMPLIC project. This action aims to tackle the energy crisis head-on by addressing the energy needs of vulnerable communities, enhancing energy efficiency, and promoting renewable energy sources.

Background: An Energy Crisis Unveiled

Moldova’s energy crisis exposed deep-seated issues in the nation’s energy infrastructure. Escalating energy costs disproportionately affect the most vulnerable, including households hosting Ukrainian refugees who have sought refuge in the country due to the conflict in their homeland. The crisis further revealed the inadequate insulation and inefficient heating devices in rural houses. As families turned to firewood and coal for heating, concerns about air quality, health risks, and deforestation emerged as pressing challenges.

Project Objectives and Strategies

The EnEff project’s overarching goal aligns with MA IMPLIC Project’s broader efforts, aiming to provide equitable access to quality public services for its rural population. The project’s objectives are two-fold:

Outcome PA 1: Empowering Local Public Authorities (LPAs)

In partnership with Moldova’s local public authorities (LPAs), the project seeks to enhance energy efficiency in public buildings, such as schools and kindergartens. These improvements will reduce energy consumption, cut costs, and contribute to the country’s climate change mitigation efforts. By integrating renewable energy sources, LPAs will be better equipped to provide sustainable energy solutions to their communities.

Outcome PA 2: Household-Level Energy Efficiency

Recognizing the impact of energy crisis on rural households, the project targets private homes for energy efficiency improvements. By refurbishing homes, focusing on insulation, heating devices, and renewable energy sources, households can reduce their energy consumption and contribute to reducing greenhouse gas emissions. The project also prioritizes knowledge sharing through technical manuals and promotion materials, ensuring lasting impacts beyond the project’s lifespan.

Community Engagement and Sustainable Impact

The EnEff project stands as a beacon of collaboration and change. By partnering with LPAs, local companies, and skilled labor, the project supports economic growth within the targeted communities. Improved air quality, reduced greenhouse gas emissions, and strengthened local economies are just some of the benefits that rural communities stand to gain. Moreover, the project recognizes the solidarity of households hosting Ukrainian refugees by prioritizing them for assistance, fostering a sense of recognition and support.

Pathways to Climate Resilience

This project stands at the intersection of climate change adaptation and mitigation. By promoting energy efficiency and renewable energy sources, the project not only contribute to the reduction of Moldova’s carbon footprint but also builds resilience against climate-related hazards. The utilization of agro-industrial residues and the reduction of deforestation through alternative energy sources contribute to a more climate-resilient nation.

Through collaboration, innovation, and community engagement, the project aims to alleviate energy vulnerability and promote sustainable practices. By empowering local communities, enhancing energy efficiency, and embracing renewable energy sources, Moldova takes a significant step towards a more sustainable, equitable, and resilient future.

In a world grappling with energy challenges and climate change, Moldova’s EnEff project showcases the power of collaboration and innovation in addressing critical issues. By improving energy efficiency, promoting renewable energy sources, and supporting vulnerable communities, the project offers a blueprint for other regions to follow. As Moldova works towards a brighter and greener future, the EnEff project stands as a testament to the potential of collective action in overcoming energy vulnerability.

The EnEff partial action is implemented by SKat Consulting within the MĂ IMPLIC project, funded by the Swiss Agency for Development and Cooperation (SDC). The EnEff intervention is planned for a duration of 14 months, from July 2023 to August 2024, with a total budget of 2 million CHF.

Additional support for Local Authorities hosting Ukrainian refugees

Additional support for Local Authorities hosting Ukrainian refugees

In the wake of the full-scale Russian invasion of Ukraine in February 2022, the Republic of Moldova found itself grappling not only with its own concerns but also the shockwaves emanating from the neighbouring conflict. Among those organizations who stepped up in response was Skat Consulting, extending a helping hand to those impacted both Ukraine and Moldova. Through their ASIST Project in Moldova, Skat Consulting has played a vital role in rehabilitating destroyed homes and water supply systems, providing a glimmer of hope to those displaced by the conflict and the communities hosting them.

As the consequences of the Ukrainian conflict echoed, Moldova unexpectedly became a haven for a significant number of refugees. At first, the focus was on immediate needs like shelter, food, and clothing. However, as time evolved, a more organized, long-term approach took root – especially aimed at supporting the most vulnerable, including the elderly, women, and children who had found refuge in Moldova for over six months.

The response of Moldova’s local communities to the refugee influx was notable. Their assistance evolved from being sporadic to a well-structured, consistent effort. With increased services such as housing, education, social protection, and access to public amenities, local authorities faced the challenge of sustaining this support amidst growing needs.

A standout move came from the MĂ IMPLIC project, which sought to address the needs of local groups caring for refugees. Eight partner Local Public Authorities (LPAs) were chosen to receive additional funding, a lifeline for those running temporary refugee shelters or daycare centers. These centers faced increased operational costs, including the added burden of high heating expenses during the colder months.

More than 450 Ukranian refugees (including children) have found a haven in Valea Perjei, Fundurii Vechi, Loganesti, Selemet, Copceac, Caplani, Stefanesti, Mihaileni. The respective LPAs are supporting them by providing housing, food and personal hygiene products, medical and educational services, counselling services a.o.

The financial support extended to these partner LPAs ranged from 30,000 to 40,000 Moldovan Leu (MDL) each, aggregating to a total donation fund of 300,000 MDL. This assistance translated into tangible improvements tailored to each community’s unique needs – from IT equipment for learning to books, playground installations, food provisions, and hygiene products.

In the period of 2021 to 2023, thirty municipalities/groups of municipalities are implementing projects aimed at improving the delivery of communal services with the support of the “MĂ IMPLIC” project. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by SKAT Consulting. The project intervention goes beyond infrastructure improvement, the project helps municipalities also develop sustainable approaches and models to maintain this infrastructure and ensure the sustainability of services provided to the community.
