Results of the Selection Competition for Partner LPAs in Phase 2 of the “MĂ IMPLIC” Project (2024-2027)
The “MĂ IMPLIC” project team is pleased to announce the list of selected partner local public authorities (LPAs) that will receive support in the second phase of the project. Fourteen LPA groups were selected after evaluating the 52 applications received from the North, Center, South, and UTA Gagauzia regions. The evaluation was conducted in two stages, involving both the analysis of applications according to the criteria in the Applicant’s Guide and assessment visits to evaluate the feasibility of the proposed interventions.
The results were approved by the Project Coordination Council, composed of representatives from the State Chancellery, the Ministry of Regional Development and Infrastructure, the Ministry of Environment, the Ministry of Finance, and the Swiss Cooperation Office in the Republic of Moldova.

The “MĂ IMPLIC” Project (Phase II) aims to contribute to strengthening local governance and increasing the population’s access to better public services. The project will support local and national partners to improve local governance in three fundamental dimensions:
- First-level LPA Groups: Efficiently manage resources and promote sustainable and inclusive local development.
- Government: Promotes and coordinates local public administration reform efficiently and transparently.
- Citizens in Partner Communities: Actively engage in local governance, positively influencing the quality of public service management.
Phase II will build on the results achieved in Phase I and expand interventions by providing support to LPAs in the following areas:
- Improving administrative public services,
- Enhancing communal household services,
- Promoting local and/or regional economic development.
The “MĂ IMPLIC” project will provide support and assistance only to first-level LPA groups that have expressed interest in forming partnerships or initiating the voluntary amalgamation of administrative-territorial units. Local-level interventions will include:
- Technical assistance and support for cooperation between local public authorities,
- Strengthening the capacities of LPAs in carrying out basic functions,
- Support in developing and implementing Service Improvement Plans and Operation and Maintenance Plans,
- Financial support through grants (100,000 – 250,000 CHF), mobilizing local contributions (minimum 20%), and attracting additional funds,
- Engaging citizens in decision-making processes and local development initiatives, including through grants for civil society organizations.
The “MĂ IMPLIC” project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Skat Consulting, from November 2023 to October 2027. The total budget for Phase 2 of the project is 6.9 million Swiss francs (CHF).
*The project covers the entire territory of the Republic of Moldova (except for the administrative-territorial units on the left bank of the Dniester).
