Presentation of the barometer of the main gaps, contradictions and constraints existing in the normative framework related to communal services

The project of civic involvement in local government “MĂ IMPLIC” presented today, April 29, 2021, the results of the barometer of the main gaps, contradictions and constraints existing in the normative framework related to communal services.

The event had several objectives:

  • Presentation of the scope, of the applied methodology, as well as of the practical value of the mapping instrument (barometer);
  • Presentation of the main findings of the mapping exercise carried out for two categories of communal services: (1) water supply and sewerage and (2) solid waste management;
  • Initiating the policy dialogue between central and local public authorities on the gaps and disagreements identified in the normative framework related to communal services.

The findings were presented by the project experts: Ion Beschieru (expert in Public Administration and National Reforms), Dorin Andros (expert in Regional Development and Public Services), Iordanca-Rodica Iordanov (Executive Director of EcoContact).

The event was attended by representatives of central and local public authorities, representatives of the Congress of Local Authorities of Moldova, experts in the field of LPA, of communal services and other related fields, representatives of development partners. During the event, the participants actively participated in discussions, exchanged opinions, and agreed to subsequently organize additional technical meetings on specific topics.

Discussions focused on the five dimensions included in the barometer, which comprise the most important aspects of the creation, organization, operation, control and monitoring of communal services, namely:

1) Legal and institutional framework
2) Norms, standards and performance indicators
3) Financing and tariffs
4) Property management
5) Inter-communal cooperation

The value and primary function of the barometer is to provide a comprehensive look at the relevant issues in the regulatory framework for communal services on which policy dialogue between central and local public authorities could focus. The barometer could also serve as an inter-institutional monitoring tool, which presents the evolution over time of various aspects of the regulatory framework of communal services, including in the context of local public administration reforms. This type of monitoring could have a double impact: on the one hand it could motivate national authorities to take action to improve the situation in the field of communal services, on the other hand, in this dialogue platform, development partners could be identified, who could provide the necessary technical assistance to develop more in-depth studies on the issues identified, to develop national legislation, and to identify financial resources for investment.

The municipality of the commune Sculeni invests 1 million lei in the creation of communal sanitation service

Sculeni municipality will contribute with one million lei for the development of the sanitation service in the locality, supplementing the grant of approximately 1 million lei, received within the project MĂ IMPLIC. This being one of the largest contributions among the 30 partner-LPAs, of the project MĂ IMPLIC.

As part of the project, the municipality will install a modern treatment plant with drying stands, will restore the sewer network in the village of Sculeni, to which will be connected 118 households, 1 economic agent, and all public institutions. The municipality has already purchased a special vehicle, which will ensure the transportation of wastewater from households, including localities: Gherman, Blindești, Floreni.

“We want to create a new service, useful to the community and most importantly at advantageous rates for the locals. Our priority is to apply innovative, energy-efficient methods. We were inspired by the example of colleagues from the Sculeni retirement center, who recently installed an ecological treatment plant. During the meetings of the community initiative group, we discussed the proposed model with the locals. Everyone agrees and looks forward to the launch of the new service, ”said Vasile Casian, mayor of Sculeni commune.

The new treatment plant will not require permanent maintenance and will operate practically without human involvement. The process consists of the natural-biological treatment of water, in which organic substances are degraded due to sludge containing active bacteria. The bacteria feed on the waste from the wastewater, and as a result of fermentation, the water is 98% purified, and it can be reused for domestic needs and for irrigation.

Until now, the locals of the Sculeni commune had to order sanitary services from an economic agent from the city of Ungheni, and the cost of one call of the sewer was about 1000 lei. With the creation of the communal service in Sculeni, the cost of this service will be reduced to about 150 lei.

In the period 2021-2023, the commune Sculeni will implement a project aimed to create the sanitation service, with the support of the Project “MĂ IMPLIC”, financed by the Swiss Agency for Development and Cooperation (SDC) and implemented by SKAT Consulting. Following the signed agreement, the municipality will benefit from funding (maximum 65,000 CHF), consulting, and capacity building services. The Project “MĂ IMPLIC” will help the LPA and the service provider not only to improve the infrastructure but also to develop long-term approaches to keep this infrastructure in good shape and to have sustainable models for financing the provision of services. In our work, we will ensure that local citizens, employees of LPAs, NGOs, economic agents are actively involved in modernizing public services in the community and especially that the less advantaged have equal access to these services.
