Historic Day for Bădiceni, Cotova, and Șeptelici: Beginning of a Collaboration Promising Real Changes for Citizens

“Together for cleaner communities and better public services!” — this message guided the steps of the Mayoralties of Bădiceni, Cotova, and Șeptelici, which, on April 3, 2025, took an important step towards regional development and improving living conditions for their residents.

In a warm and open setting, the Association Agreement was signed between the three municipalities, officially launching a joint waste management service. On the same day, the partnership was strengthened through the signing of the Grant Agreement with the Moldo-Swiss Cooperation Center Foundation (SKAT), which will provide financial and technical support for the implementation of this essential public service.

This marks a significant milestone: Bădiceni–Cotova–Șeptelici is the first group of local public administrations from Phase 2 of the MĂ IMPLIC project to sign the Grant Agreement with Skat Consulting. Out of the 14 partnerships planned in this phase, this consortium is the first to officially start — a true example of local engagement and initiative.

The importance of this step

♻️ The initiative of the three communities — Bădiceni, Cotova, and Șeptelici — represents more than a simple administrative collaboration. It is the beginning of a genuine alliance, born from the shared desire to jointly solve a common challenge: waste management. By joining efforts, these localities aim to create a cleaner environment, ensure an efficient sanitation system, and offer better living conditions for their residents. The collaboration is grounded in trust, commitment, and responsibility — values that are essential for sustainable local development.

Achievements so far

In the first stage of the project, solid foundations for this collaboration were laid. Technical assistance was provided for the participatory development of the Service Improvement Plan, ensuring that proposed solutions reflect the realities on the ground and respond to the actual needs of the communities.

A Capacity-Building Program was also developed to support the local administrations in managing public services more effectively.

Special attention was given to citizen participation. A Citizen Engagement Plan was drafted to ensure that the voices and needs of residents are heard, considered, and fully integrated into the decision-making process.

This participatory approach ensures that public services are designed both for the people and with the people.

The interventions take place within the MĂ IMPLIC Project, a civic engagement program in local governance, funded by the Government of Switzerland and implemented by Skat Consulting Ltd.

The main objective of the MĂ IMPLIC Project is to contribute to the strengthening of local governance and to increase people’s access to better public services. The project provides support to local authorities and citizens in improving local administration, strategic planning, and the delivery of public services.

This initiative will bring direct benefits to approximately 106,000 citizens from the partner communities.

Strengthening the capacity of Communal Services Operators for sustainable service delivery

Between March and July 2023, representatives of communal services operators from 30 partner municipalities participating in the “MĂ IMPLIC” project underwent a series of specialized training sessions. The purpose of these training courses was to enhance their knowledge and develop skills necessary for the successful execution of their service-related activities.

Over a period of five months, administrators, accountants, and other employees from communal service providers participated in 17 training sessions, organized into six modules. These modules covered crucial areas for effective service provision:

  • Organizational and Human Resources Management
  • Operational Management in the areas of sanitation, water supply, public street lighting
  • Legal and Regulatory Framework
  • Material and Logistics Resource Management
  • Financial Management
  • Marketing and Customer Relations

The training sessions were conducted by members of the “Mă Implic” team, individual consultants with expertise in specific fields, as well as specialized institutions. Participants received both theoretical knowledge and practical training, which was reinforced through project work and assignments. Upon completion of the training, participants were awarded participation certificates, recognizing their commitment and achievements.

The specialized training provided to the communal services operators under the “MĂ IMPLIC” project plays a crucial role in enhancing their knowledge and skills. By empowering these operators, the project contributes to the improvement of communal services, fostering sustainable development within the communities. The project’s emphasis on capacity building and sustainable practices reflects its commitment to achieving long-term benefits for the participating municipalities. Through continued collaboration and investment in communal services, the project aims to create lasting positive impacts on the overall well-being of the communities involved.

It is worth noting that from 2021 to 2023, thirty municipalities/groups of municipalities are implementing projects aimed at improving the delivery of communal services with the support of the “MĂ IMPLIC” project. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by SKAT Consulting. The project intervention goes beyond infrastructure improvement, the project helps municipalities also develop sustainable approaches and models to maintain this infrastructure and ensure the sustainability of services provided to the community.
