The communities of Călinești, Chetriș, Hâncești, and Pruteni are taking another step toward a cleaner and better-organized future. The four municipalities have recently signed the Intermunicipal Cooperation Agreement and the Grant Agreement, strengthening their joint commitment to expand and modernize the solid waste management service.

The intercommunal partnership, developed within the “MĂ IMPLIC” project — supported by the Government of Switzerland and implemented by Skat Consulting — is based on a pragmatic, structured approach: modernizing infrastructure, equipping with new tools, and involving citizens at every step.

What does the project involve?

✔️Procurement of collection vehicles, a multifunctional tractor, baling press, bins, and containers;
✔️ Construction of new collection platforms and temporary waste storage areas;
✔️ Installation of video surveillance to prevent illegal dumping;
✔️ Road infrastructure improvements to ensure access to collection points;
✔️ Public awareness and education campaigns promoting responsible waste behavior.

Total Investment – 5.97 mln MDL:

4.93 mln MDLnon-reimbursable grant from the Swiss Government;

1.04 mln MDL – local contribution from the four municipalities.

This financial mobilization reflects strong local engagement and solid cooperation between the communities.

A local partnership that works

This joint initiative proves that where there is vision, trust, and teamwork, concrete results can be achieved. Through shared efforts, the waste management service becomes not only more efficient but also better aligned with the real needs of citizens.

The “MĂ IMPLIC” project will continue to support the communities during the implementation process, providing technical expertise, guidance, and tools to turn this partnership into a model of good practice in Fălești district and beyond.

The interventions take place within the MĂ IMPLIC Project, a civic engagement program in local governance, funded by the Government of Switzerland and implemented by Skat Consulting Ltd.

The main objective of the MĂ IMPLIC Project is to contribute to the strengthening of local governance and to increase people’s access to better public services. The project provides support to local authorities and citizens in improving local administration, strategic planning, and the delivery of public services.

This initiative will bring direct benefits to approximately 106,000 citizens from the partner communities.

Dezghingea, Cenac, and Bugeac: an expanded partnership for a more efficient solid waste management service tailored to local realities

After establishing a functional solid waste management service in Phase 1 of the “MĂ IMPLIC” project, the communes of Dezghingea and Cenac are now taking a decisive step toward expansion and consolidation. By partnering with Bugeac, the three municipalities form an expanded collaboration aimed at transforming an existing service into a more efficient, equitable, and sustainable system.

With the recent signing of the Grant Agreement and the Intermunicipal Association Agreement, the local authorities commit to developing the service through investments in infrastructure, modern equipment, and citizen information campaigns.

In many rural areas, waste management remains a persistent challenge — marked by inefficient collection, illegal dumping, and lack of recycling. Dezghingea, Cenac, and Bugeac have decided to tackle these challenges together, turning their existing service into a working model for the entire microregion.

We learned a lot from the first phase. Now, with a new partner and a clearer vision, we’re focused on smart expansion — one that includes everyone and improves efficiency,” said Mr. Vasile Capsamun, Mayor of Dezghingea


What does the service expansion involve?

  • Equipping the existing operator with modern machinery: a multifunctional tractor, baling press, bins, and metal sorting platforms;
  • Developing new selective waste collection platforms;
  • Rehabilitating access roads and installing a video surveillance system;
  • Training teams and optimizing logistics;
  • Conducting information and awareness campaigns about selective waste collection.

This partnership shows that when local governments choose collaboration, they can create services that better respond to citizens’ needs and contribute to environmental protection. The MĂ IMPLIC Project will continue to support this intermunicipal team to turn their service into a best-practice example for the southern region.
