Title: Capacity Development Advisor

Project: MA IMPLIC – Project on Civic Engagement in Local Governance

 Contract duration: November 2023 – October 2027, 4 years (subject to confirmation of funding by the donor)

Type of contract & expected workload: consultant / part-time employment, ca 50% / 10 days/month on average

 BACKGROUND

The Project on civic engagement in local governance “MA IMPLIC” (Phase 2: November 2023 – October 2027) aims at ensuring that the rural population of Moldova has equitable access to quality public service provision and at supporting the government of Moldova in the implementation of the local government reform. The project is implemented by Skat Consulting Ltd., a Swiss consulting firm, and is financed by the Swiss Agency for Development and Cooperation. Skat Consulting Ltd, and its project implementation unit, a Moldovan-registered non-profit organization, implement donor-financed projects for a period of more than 10 years in Moldova already.

The project supports project partners at local and national levels. Activities at the national level support government institutions in the implementation of Public Administration, and here especially the Local Government reform. At the local level, the project supports capacity development, civic engagement, and improvement of public service infrastructure in rural communities. In the 2nd phase, Ma Implic aims to support groups (“clusters”) of rural LPA which will jointly deliver better public services and improve governance processes. The selection of these partner LPA groups will be made in the first half year of the projects new phase (between December 2023 and March 2024). We expect the total number of such partner LPA groups to be 10 which will be located across the country.

One of the activity areas of the Ma Implic project aims to increase capacities of partner LPA groups to improve the necessary capacities and skills to improve the performance of their core functions. This will include formats such as trainings, peer-exchanges, mentoring and other suitable formats to enhance skills and capacities in topics such as organisational and strategic planning, public financial management, citizen outreach and transparency; project preparation and management, human resource management, anti-corruption and integrity, digital literacy.

The expected results of these activities are expected to result in measurable improvements of LPA capacities. The Ma Implic project will use the FOCAS tool[1] to measure these.

 SCOPE OF WORK

 The Capacity Development Advisor will work in close collaboration with the Component Manager for Capacity Development and Citizen Engagement. The division of labour between the Component Manager and the Capacity Development Advisor will also depend on the profile and the experience of the successful candidate. The scope of tasks comprises:

  • Guiding partner LPA and ensuring regular implementation of the FOCAS assessments;
  • Identification of priority topics for training measures and development of a capacity development schedule during the 4 years of Ma Implic Phase 2;
  • Identification of suitable capacity development formats and of relevant training providers;
  • Steering and monitoring of the implementation of the capacity development programs;
  • Contributing to the overall work of the Ma Implic project by planning project activities (stakeholder analysis, communication, civic engagement, etc.), analyzing progress and lessons learnt from capacity development measures and ensuring synergies with the other activity areas of the Ma Implic project;
  • Ensuring good quality reporting of capacity development activities.
 QUALIFICATIONS AND SKILLS REQUIRED

Education

Higher education in public administration, management, (adult) education or other relevant fields

Experience

·  At least five years of professional working experience,

·  At least three years work experience in donor-financed projects / NGOs, 

·  Work experience in (local) public administration is a distinctive advantage,

·  Previous work experience in a comparable position

Language Requirements

·  Fluency in oral and written Romanian

·  Good command of English  

·  Good command of Russian is an advantage

·  Good command of digital skills and ICT literacy;

·  Good interpersonal skills

Skat Consulting Ltd. invites qualified candidates with a background in Finance, Accounting and Administration to apply to the position of  Finance and Administration Manager in 2 projects which Skat Consulting Ltd is implementing in the Republic of Moldova:

1) Mă Implic – Project on civic engagement in local governance (Phase 1: 11.2019 – 10.2023), funded by the Swiss Agency for Development and Cooperation,

2) Proiect de apă și sanitație în satele din Moldova (ApaSan+)  (05.2021 – 11.2023), funded by the Austrian Development Agency (ADA).

The Ma Implic project aims at ensuring that rural population of Moldova has equitable access to quality public service provision. The ApaSan+ project aims at improving water supply and sanitation infrastructure and services in selected Moldovan villages, by demonstrating innovative technologies and managerial set-ups that are affordable and replicable. The project builds on the experience and results of the successful ApaSan project (2011-2019, www.apasan.skat.ch) and is currently in its inception phase.

The positions are to be filled for the project duration until October 2023, and start as soon as the potential candidates will be selected.

Duty stations are the respective project offices in Chisinau. Flexible home office arrangements will apply as long as the circumstances require. The project teams are relatively small, flexible and dynamic teams (Ma Implic, 6 permanent staff, ApaSan+ 3 permanent staff) and more international and Moldovan experts working on short- and longer-term assignments with the project all over the territory of Moldova.

The position reports to the respective Team Leader (resident in Chisinau, Moldova) and coordinates closely with skat headquarters in St Gallen, Switzerland. A training / introduction to skat HQ in Switzerland is foreseen.

Tasks and responsibilities

The Finance and Administration Manager will:

  • Handle all finance and accounting functions of the project, including asset management, cash flow management, payroll, bank and cash transactions, reporting
  • Ensure that all financial and administrative procedures and practices are in accordance with generally accepted accounting principles and in strict compliance the project’s Financial and Administrative Procedures (FAP), relevant donor instructions and regulations and Moldovan national legislation, regulations, rules and guidelines.
  • Manage the preparation and maintenance of all necessary financial records and reports, accounts payable, accounts receivable, accurate inventory of all the assets; ensure that the purchasing of materials, supplies and equipment are conducted in accordance with internal policies and procedures.
  • Prepare and present annual financial statements on request, contract yearly financial audits and provide all necessary information to auditors. 
  • Under instruction of the Team Leader oversee human resource management for all employees.
  • Coordination and supervision of the project’s Admin team.

The position can be filled as a full-time (100%) or as a part-time position (min. 70%).

Required Skills and Experience

Education:

  • Master’s Degree (or equivalent) in Finance, Accounting, Business Administration or other relevant fields.

Experience:

  • At least 5 years of professional experience is required, ideally obtained in the field of international development (“donor-financed”) projects.
  • Solid knowledge of, and practical experience with all relevant legal requirements applicable in the Republic of Moldova. 
  • Fully confident in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and accounting software, experience in handling web-based management systems.

Language Requirements:

  • Very good command of oral and written English and Romanian
