Modernized Rural Mobility with MĂ IMPLIC Support in Călărași, Tuzara, and Nișcani

Three mayoralties in the Călărași district – Călărași, Tuzara, and Nișcani – are jointly developing a common public transport service that will serve over 11,000 residents. This initiative directly addresses the lack of functional road connections between villages and the town, particularly impacting children’s access to education and adults’ access to work, services, and medical care.

With the support provided through the MĂ IMPLIC project – a civic engagement project in local governance funded by the Government of Switzerland – the three mayoralties are implementing a well-structured plan that includes:

  • Establishing routes and schedules adapted to the real needs of the residents.
  • Acquiring four buses or minibuses to ensure regular trips between localities.
  • Arranging waiting stations and installing necessary signage for passenger information.
  • Creating a local system for coordinating and managing the public transport service.

🤝 Public consultations organized at the local level formed the basis of the planning and confirmed citizens’ support for this idea. This is the first model of its kind supported by the MĂ IMPLIC project and has the potential to become a replicable best practice in other rural regions of Moldova.

“We want a service that operates consistently, throughout the year, so that people no longer have to depend on luck or chance to get where they need to go,” stated one of the mayors during the consultations.

Through this inter-community collaboration, the localities are not only improving people’s daily mobility but also actively contributing to the modernization of public services in rural areas.

The interventions take place within the MĂ IMPLIC Project, a civic engagement program in local governance, funded by the Government of Switzerland and implemented by Skat Consulting Ltd.

The main objective of the MĂ IMPLIC Project is to contribute to the strengthening of local governance and to increase people’s access to better public services. The project provides support to local authorities and citizens in improving local administration, strategic planning, and the delivery of public services.

This initiative will bring direct benefits to approximately 106,000 citizens from the partner communities.

SKAT Consulting Annual Report 2024: Better Public Services and Sustainable Solutions for Communities

With a clear mission to contribute to better living conditions and a healthy environment for all, SKAT supports governments, the private sector, and civil society around the world in the fields of water, construction, energy, and governance.

The SKAT Consulting Annual Report for 2024 has been published, reflecting the impact of projects implemented globally – from Ukraine and the Balkans to Africa and Asia. One of the key highlights is the work in the Republic of Moldova, through the “MĂ IMPLIC – Civic Engagement in Local Governance” project, supported by the Government of Switzerland.

MĂ IMPLIC – Change through Engagement

In 2024, the MĂ IMPLIC project entered its second phase, working with 56 partner municipalities in Moldova to improve the quality of public services for more than 106,000 citizens. Given the challenges inherited from a centralized system and the often fragmented political climate, the project helps strengthen the capacity of local authorities and encourages citizen participation in local governance.

Energy Efficiency for a Sustainable Future

In 2024, the EnEff – Energy Efficiency component continued to generate impact in rural communities across Moldova. 400 private homes were renovated, each assessed individually to identify the most effective energy-saving measures – resulting in over 30% energy savings per household.

Public buildings were also modernized, and photovoltaic systems were installed, contributing to more sustainable energy consumption and reducing dependence on fossil fuels. The lessons learned were widely shared with the public through the national campaign “Warm in Winter, Cool in Summer”, carried out in partnership with the National Centre for Sustainable Energy (CNED), through guides, workshops, and video materials promoting simple and effective solutions for more comfortable and energy-efficient homes.
