Study visit of the representatives of the Government and the Parliament of the Republic of Moldova to the Institution of the Prefect of Maramureș County

A recent study visit, organized by the State Chancellery with the support of the “MĂ IMPLIC” Project, to the Prefecture of Maramureș County, opened new perspectives in terms of collaboration. Taking place from December 16 to 19, 2023, the objective of this visit was to strengthen the capacities of Government representatives, develop practical skills, and establish strong bilateral relations between institutions.

The members of the Moldovan delegation, including Mr. Andrei Strah, Deputy Secretary-General of the Government, Mrs. Larisa Voloh, President of the Parliamentary Commission “Public Administration and Regional Development”, and Mrs. Diana Chiriac, Advisor to the Prime Minister in the field of public administration, together with representatives of the State Chancellery and Territorial Offices, as well as managers from the “MĂ IMPLIC” Project, formed a diverse group and brought together expertise from various administrative fields, thus creating a rich environment for the exchange of knowledge.

The delegation from the Republic of Moldova had the honor of being welcomed by Mr. Rudolf Stauder, Prefect of Maramureș County. The agenda of the visit included training sessions and examples of best practices regarding the functioning of the Prefect’s Institution.

Employees of the Maramureș County Prefecture, a counterpart institution to the Territorial Offices in the Republic of Moldova, presented the advantages and disadvantages of the legislation regarding the functioning and organization of the Prefect’s Institution, offering recommendations for establishing of a clear legislative framework. Separate attention was given to methods for monitoring policy implementation and assessing the impact of cooperation.

Participants also had the opportunity to discuss with the President of the County Council, Mr. Ionel Bogdan, about the opportunities for leveraging pre-accession funds to the European Union and their management, for an efficient local governance.

The “MĂ IMPLIC” Project remains a strategic partner of the State Chancellery of the Republic of Moldova and supports the institution’s efforts in collaboration and knowledge sharing in the field of public administration. The “MĂ IMPLIC” Project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Skat Consulting, between November 2023 and October 2027.

CALL FOR SELECTION OF PARTNER LPA GROUPS OF LOCAL PUBLIC ADMINISTRATIONS (LPAs) WITHIN THE "MĂ IMPLIC" PROJECT (2024-2027)

The “MĂ IMPLIC” Project (Phase II) announces a competition for the selection of partner LPA groups of local public administrations (LPAs). The “MĂ IMPLIC” Project aims to contribute to strengthening local governance and increase the citizen’s access to better public services.

In Phase II, the “MĂ IMPLIC” Project will provide technical assistance and support only to first-level LPAs expressing a clear interest in creating partnerships and/or presenting the intention to initiate a voluntary amalgamation process of administrative-territorial units.

Technical assistance and financial support in the form of a grant (ranging from 100,000 to 250,000 CHF with a minimum contribution of 20% of the grant value) will be offered by the “MĂ IMPLIC” Project to partner LPAs in the following areas:

  • Streamlining administrative public services;
  • Improving communal services;
  • Stimulation of local and/or regional economic development.

 

The application form, eligibility, and evaluation criteria, as well as information on the application procedure and deadlines, are available at www.ma-implic.md/concurs2024. The deadline for submitting applications is February 19, 2024, at 23:59.

The “MĂ IMPLIC” Project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Skat Consulting, from November 2023 to October 2027. The project covers the entire territory of the Republic of Moldova (except for administrative-territorial units on the left bank of the Dniester River).
