TERMS OF REFERENCE

Title: Capacity Development Advisor

Project: MA IMPLIC – Project on Civic Engagement in Local Governance

Contract duration: June 2025 – October 2027.

Type of contract & expected workload: consultant / part-time employment, cca 50% / 10 days/month on average.

1. BACKGROUND

The Project on civic engagement in local governance “MA IMPLIC” (Phase 2: November 2023 – October 2027) aims at ensuring that the rural population of Moldova has equitable access to quality public service provision and at supporting the government of Moldova in the implementation of the local government reform. The project is implemented by Skat Consulting Ltd., a Swiss consulting firm, and is financed by the Swiss Agency for Development and Cooperation. Skat Consulting Ltd, and its project implementation unit, a Moldovan-registered non-profit organization, implement donor-financed projects for a period of more than 10 years in Moldova already.

The project supports project partners at local and national levels. Activities at the national level support government institutions in the implementation of Public Administration, and here especially the Local Government reform. At the local level, the project supports capacity development, civic engagement, and improvement of public service infrastructure in rural communities. One of the activity areas of the Ma Implic project aims to increase capacities of partner LPA groups to improve the necessary capacities and skills to improve the performance of their core functions. This will include formats such as trainings, peer-exchanges, mentoring and other suitable formats to enhance skills and capacities in topics such as organizational and strategic planning, public financial management, citizen outreach and transparency; project preparation and management, human resource management, anti-corruption and integrity, digital literacy.

The expected results of these activities are expected to result in measurable improvements of LPA capacities. The Ma Implic project will use the FOCAS tool[1] to measure these. The project has applied the FOCAS tool to establish baseline values in summer 2024. On the basis of the results of the FOCAS assessment, a Capacity Development Plan for the full duration of the Ma Implic (Phase 2) project has been elaborated. 2. SCOPE OF WORK
The Capacity Development Advisor will work in close collaboration with the Component Manager for Capacity Development and Citizen Engagement. The scope of work involves implementing the Capacity Development Program through stakeholder coordination, training facilitation, quality management of training providers, support for LPAs in skill application, peer learning, progress reviews, program evaluation, documentation, and consultative guidance on the FOCAS methodology.

The scope of tasks comprises the following group of activities:

Implementation of the Capacity Development Program

  • Facilitate coordination among Ma Implic project team, LPAs, experts and trainers involved in the capacity development program;
  • Coordinate and facilitate training sessions and workshops on the topics such as Institutional framework for intercommunity cooperation, Integrity in LPAs, Project management, Citizen engagement and public communication, Participatory budgeting and other topics as identified in the capacity development program;
  • Identify suitable training providers and ensure quality control of training and other capacity development formats applied;
  • Provide ongoing support to LPAs during and after training to ensure that the skills and knowledge are applied in practice
  • Ensure knowledge transfer through peer-to-peer learning activities among partner LPAs
  • Organize meeting and workshops to review the progress of Implementation Plan and adjust the plan as necessary;

Monitoring and evaluation:

  • Track the progress and assess the effectiveness of the capacity-building activities;
  • Adjust/update the program design based on feedback and performance information

Documentation:
Ensure all training and development materials, guidelines, and success stories are well documented and accessible for future use

Guidance to partner LPAs on implementation of FOCAS methodology
Provide support (group and individual consultancy) to LPAs staff on implementation of FOCAS methodology (next round of FOCAS assessments in partner LPA groups is planned for summer 2025)

Monitoring progress for sustainable improvement of partner LPA capacities (using FOCAS indicators)
Collecting scores on implementation of FOCAS methodology

 

  1. QUALIFICATIONS AND SKILLS REQUIRED

Education

Higher education in public administration, management, (adult) education or other relevant fields

Experience

·   At least five years of professional working experience,

·   At least three years work experience in donor-financed projects / NGOs, 

·   Work experience in (local) public administration is a distinctive advantage,

·   Previous work experience in a comparable position

Language Requirements

·   Fluency in oral and written Romanian

·   Good command of English 

·   Good command of Russian is an advantage

  1. APPLICATIONS

  1. The Ma Implic Project, implemented by Skat Consulting Ltd and the Fundația Centrul Moldo-Elvețian de Cooperare SKAT aims to address rural sanitation challenges, provide safe drinking water, promote sustainable decentralized WASH management, and improve energy efficiency in rural buildings.   

    The projects aim to contribute to the provision of safely managed water in selected rural areas through the service provision by local public authorities and regional operators.  

    In this regard, Fundația Centrul Moldo-Elvețian de Cooperare SKAT invites qualified Consultants, with relevant experience to submit bids regarding provision of overseeing services on the implementation of water supply (and potentially sanitation) project components. The current scope focus in 3 villages from Moldova: Badiceni, Dingheni and Satul Nou, but additional tasks in other geographical locations and financed by other donors are possible. More details are available in the attached ToRs (part of this notice). 
    Exceptionally, expressions of interest from companies, who are able to assign a qualified expert, could be considered for analysis by SKAT. 
  2.  Selection will be conducted through Open Competitive Selection procedure and is open for participation to both local and international consultants. 
    Companies wishing to participate will specifically indicate the proposed expert (one individual must correspond to all set minimum qualifications) and provide detailed CV/qualifications. 

    The selection will be based on the analysis and comparison of the following information, to be submitted consultants: 
  • CV of expert: detailing previous experience, qualifications – relevant to ToRs, and indicating three professional references. 
  • Motivation letter including the requested indicative price (net daily fee) proposed by the Consultant*. 
    * The minimum expected workload is 13 working days per month but can vary up to 18 working days per month. 

 Note: companies wishing to participate are notified that the prices submitted by the Bidders shall not include VAT. According to art. 5 of the Agreement between the Government of the Republic of Moldova and the Government of the Republic of Austria on development cooperation, signed in Vienna on October 21, 2008, ratified by Law no. 283/2008 and entered into force on April 1, 2009, Decision of the Government of the Republic of Moldova No. 246 of 08.04.2010 with subsequent amendments and additions by Decision of the Government of the Republic of Moldova no. 834/2024 of 24.10.2024, p.1737 project no. 872112094474”), the import and/or delivery on the territory of the Republic of goods and services intended for technical assistance projects carried out on the territory of the Republic of Moldova by international organizations and donor countries, are exempt from customs duties, excise duties, and the zero rate of VAT is applied.

Component Manager for Water and Sanitation (Consultants: companies or individuals*)

  1. Background

Skat Consulting Ltd. is recruiting a Component Manager for Water Supply for ongoing multi-year projects in Moldova, funded by the Swiss Agency for Development and Cooperation (SDC) and potentially other projects These projects continue Skat’s successful initiatives in water, sanitation, and energy sectors in Moldova since 2009. The aim is to address rural sanitation challenges, provide safe drinking water, promote sustainable decentralized WASH management, and improve energy efficiency in rural buildings. Skat works in partnership with the Fundația Centrul Moldo-Elvețian pentru Cooperare SKAT in Moldova. 

  1. Project Objectives

The projects aim to contribute to the provision of safely managed water services in selected rural areas through the service provision by local public authorities and regional operators. This includes efforts to work towards the recognition of decentralized and safely managed sanitation options by authorities as viable, cost-effective, and environmentally sustainable solutions for sanitation in rural Moldova.  

  1. Scope of Work

The Component Manager will oversee the implementation of assigned water supply (and potentially sanitation or energy efficiency) project components. The current scope focus in 3 villages Badiceni, Dingheni and Satul Nou, but additional tasks in other geographical locations are possible. The expected workload is around 13-18 working days per month until 31st of December 2026, availability of the consultant and evolution of the works. Key responsibilities include: 

  • Take lead, coordination, and execution of assigned project components in accordance with the project proposal and donor requirements. Efficient planning and distribution of available resources within the team (incl. procurement, finance, M&E, admin staff). 
  • Preparing technical documentation for tender packages related to design and construction of water supply systems, including evaluating received offers. 
  • Act as focal point during tendering processes, liaise and coordinate the efforts of the team involved in the selection (including of procurement, finance and admin staff; representatives of beneficiaries, etc.) 
  • Supervising construction and design works with a focus on quality assurance. 
  • Liaising with local public authorities, regional service operators, and other stakeholders 
  • Monitoring and evaluation of project progress, contribution to reporting as required 
  • Proactively identifying and addressing risks to ensure projects are completed on time, within scope and budget. 
  • Representation of the project towards local public authorities and other stakeholders 
  1. Qualifications and Skills required

Education 

  • University Degree (or equivalent) in Water, Civil or Environmental Engineering, or in a related field 

Experience 

  • At least 5 years of experience in technical project implementation 
  • Experience working in the water and sanitation sector, or a related technical field 
  • Proven work experience with local, regional and central public administrations in the Republic of Moldova 
  • Desirable: Work experience in an internationally funded project, an NGO or a consulting firm working in international cooperation  

Language Requirements  

  • Fluency in Romanian (written and spoken) 
  • Highly desirable: Fluency in English (written and spoken)  
  • Desirable: Fluency in Russian (written and spoken) 

Competencies 

  • Experience in project cycle management (PCM), including planning, implementation, monitoring, evaluation as well as reporting 
  • Familiarity with tendering procedures, construction supervision, and quality assurance in infrastructure projects. 
  • Good understanding of water supply and sanitation issues in rural areas of Moldova 
  • Understanding of rural development and community engagement principles that are applicable in Moldova 
  • Good communication, interpersonal, and problem-solving skills 
  • High level of responsibility and organizational capacities 
  • Ability to work effectively in an international setting 
  1. Details, Location and Dates

The position is based in Chisinau, Moldova. The consultant must be regularly present in the office of Skat for coordination with the rest of the teams.

End date of the contract is expected for December 2026.
