Risipeni, Horești, Scumpia, and Taxobeni expand their joint solid waste management service: a new step toward a cleaner environment and better services for citizens

The intercommunal partnership established during Phase 1 of the “MĂ IMPLIC” project continues to deliver results. The municipalities of Risipeni, Horești, Scumpia, and Taxobeni have recently signed a Grant Agreement and an Intermunicipal Association Agreement, reaffirming their commitment to expand and strengthen the joint solid waste management service launched previously.

Rather than simply maintaining operations, the four Local Public Authorities are now moving forward: they are investing in equipping the existing service operator with modern equipment, improving the waste collection infrastructure, and aiming to increase recycling rates and geographic coverage.

What does the service expansion involve?

  • Equipping the operator “Risipeni-Service” with new tools (waste collection truck, vacuum truck, bins, and containers);

  • Developing new waste collection platforms and an intermunicipal storage facility;

  • Installing a video monitoring system to prevent illegal dumping;

  • Modernizing logistics by optimizing collection routes and schedules;

  • Conducting awareness and education campaigns for citizens about selective waste collection.

“In the first phase of the project, we managed to launch a functioning joint solid waste management service. Now we are going further – enhancing the operator’s capacity, diversifying its operations, and improving the system’s overall efficiency,” said Mr. Dumitru Mosoreti, Mayor of Risipeni.

Through this new stage of the Risipeni, Horești, Scumpia, and Taxobeni partnership, the MĂ IMPLIC Project continues to support  Local Public Authorities not only in establishing but also in strengthening and sustaining modern public services over the long term.

The interventions take place within the MĂ IMPLIC Project, a civic engagement program in local governance, funded by the Government of Switzerland and implemented by Skat Consulting Ltd.

The main objective of the MĂ IMPLIC Project is to contribute to the strengthening of local governance and to increase people’s access to better public services. The project provides support to local authorities and citizens in improving local administration, strategic planning, and the delivery of public services.

This initiative will bring direct benefits to approximately 106,000 citizens from the partner communities.
