Mayors of 48 rural municipalities have signed cooperation agreements with the „MĂ IMPLIC” Project of civic engagement in local governance, to improve communal service delivery

Between January 25-29, 2021, mayors of 48 rural municipalities from the North, Center, South regions, and ATU Gagauzia have signed cooperation agreements to implement 30 projects, to improve waste collection, water supply, sanitation, and street lighting. The rural communities will be supported by the “MĂ IMPLIC” project, funded by the Swiss Agency for Development and Cooperation (SDC).

Most of the projects aim to improve the communal service in waste management services. The second biggest number of projects deals with water supply and sanitation (wastewater transport and treatment). In three localities the street lighting service will be improved. Many of the projects will be implemented in a single community. Ten projects, however, will bring together 28 communes in total which will jointly improve the service provision. In the partner communes, local government representatives, service providers, and citizens will work together to organize the provision of communal services in a participatory, efficient, inclusive, and sustainable way.

“The signing of cooperation agreements with the mayors is the beginning of an ambitious plan to improve the living conditions in the villages we are supporting. We will help the local administrations and the service providers not only to improve the infrastructure but also to develop long term approaches to keep this infrastructure in good shape and to have sustainable models of financing the service delivery. In our work, we will ensure that local citizens, employees of LPAs, NGOs, businesses are actively involved in modernizing public services in the community and that less privileged people have equal access to these services. Whilst we expect the quality of the waste collection, water supply, and street lighting to improve in those villages, we also work to improve the conditions for such improvements in every village and city in Moldova. ”, said Matthias Morgner, project manager of MĂ IMPLIC.

One of the most critical problems of our community is the lack of a public sewerage system, and this badly affects the quality of life and the environment. We chose to build a sewage treatment plant in Sculeni commune, which will ensure the evacuation of wastewater, including from the localities: Gherman, Blindești, Floreni. A big advantage is the fact that Sculeni already has a network of sewer pipes, inherited from the Soviet period, which as a result of rehabilitation will be reconnected. The new sewage treatment plant with drying beds is an efficient solution that can be maintained at much lower costs, resulting in more advantageous rates for residents. The kindergarten, the high school, the family doctors’ center, and the private households in the immediate vicinity of the pipeline will be connected first. Thus, the citizens and their children will have access to a quality service, provided without interruption, at optimal costs. We understand that this intervention is only a first step, in the modernization process of better service delivery in all our villages. It will allow us to gain experience and then replicate the good practices learned”, said Vasile Casian, mayor of Sculeni commune.

“It is an honor for the village of Selemet to become a partner of the project” MĂ IMPLIC”. From the moment the call of applications was announced, we were impressed by the new approach of the project, namely the mandatory requirement to involve the community in all stages of intervention in the locality. The citizens of Selemet village in recent years are more and more interested in the activities of the municipality and want to be more involved in the decision-making process. The project” MĂ IMPLIC” will certainly help and guide us to properly strengthen and actively involve the community initiative team, and to bring the municipality closer to the citizens. It will be a new exercise for us, but a very necessary one. We are glad that in the areas of interventions targeted by the project” MĂ IMPLIC”, street lighting was also listed, less common in other projects. Following a survey conducted among the citizens of Selemet village, we identified that street lighting is one of the most pressing needs. Improving this service will provide comfort and safety to the citizens, especially because many of the community leisure activities (children’s activity circles, music school, house of culture) are held in the evening. We will make every effort to provide an efficient, high-quality community service for the benefit of the citizen”, said Tatiana Badan, mayor of Selemet village.

The project “MĂ IMPLIC” aims to contribute to the development of rural in the Republic of Moldova by improving public communal services with the active participation of citizens. “MĂ IMPLIC” project is financed by the Swiss Agency for Development and Cooperation (SDC) and implemented by Skat Consulting.
