On October 13, 2022, the MĂ IMPLIC project organized a documentation and orientation session for administrators of Municipal Enterprises and public facilitators on the topic: “Local experiences and practices of managing communal household services, initiating the development of Operation and Maintenance Plans for services”.

The purpose of the event was to present to the participants:

• How to organize Focus Groups, to define the local vision in the management of communal household services
• What is the structure of the Operation and Maintenance Plan of a communal service

Also, during the event, the participants exchanged experience in the field of organizing the management of the water supply and sanitation service, the street lighting service and the waste management service

The participants confirmed that such events are suitable platforms to mutually share the experience of LPAs and Communal Service Operators regarding the implementation of activities within the cooperation with the MĂ IMPLIC Project.

We remind that in the period 2021-2023, thirty localities/groups of localities are implementing projects aimed at improving the delivery of communal services, with the support of the “MĂ IMPLIC” project, funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by SKAT Consulting. In addition to financial support, beneficiaries receive consultancy and capacity-building services. The “MĂ IMPLIC” project helps the municipality and the service provider not only to improve the infrastructure but also to develop long-term approaches to keep this infrastructure in good shape and to have sustainable models for financing the provision of services. In our work, we ensure that local citizens, LPA employees, NGOs, and businesses are actively involved in modernizing community services in the community and especially that the less advantaged have equal access to these services.

In the spring of this year, 728 municipalities entered the project competition for the “Satul European” National Program. Among the winning, priority local development projects in the period 2022-2023 are also the files of 30 LPAs, partners of the MĂ IMPLIC project.
The communities, with the support of the “Satul European” program, will improve or create new communal services and develop the local infrastructure. The projects cover various fields such as: water supply and sewage, street lighting, social infrastructure, renewable energy, restoration projects of historical monuments, cultural and sports activities.

Some municipalities have chosen to apply for Government support to co-finance investment projects. Thus, Nișcani and Capaclia obtained the necessary resources for the co-financing of the project implemented with the support of MĂ IMPLIC (street lighting and water supply, respectively).

The complete list of the 492 infrastructure projects selected by the Government of the Republic of Moldova to receive funding from the sources of the National Fund for Regional and Local Development (FNDRL) is available here.

We are very pleased with the success of the 30 partners of the MĂ IMPLIC project, and sincerely congratulate them on these achievements. The signing of the Agreement is a result of the joint work of the Community Initiative Team and the Municipality of Copceac, which together with the citizens, make joint efforts to improve the communal sanitation service, with the support of MĂ IMPLIC Project.  Under the agreement, the partner-municipality receives a grant of a maximum of 1.2 mln lei, for carrying out the works and procuring the necessary equipment, for the extension of the sewerage network in 4 streets in the locality.

For the realization of the project, the Municipality of Copceac contributes with 700 thousand lei, and the local citizens collected another 200 thousand lei.

During the signing ceremony,Oleg Garizan, mayor of Copceac village, mentioned that the realization of this project is an important step in modernizing communal services and creating better living conditions for the citizens of Copceac.

Within the project, Dîngeni Municipality will create a Municipal Enterprise (communal services provider) and will start the construction of the water intake well, the storage tower and the aqueduct system. All these activities come to support the main purpose of the intervention in the village of Dîngeni – the creation of a modern communal service, which would satisfy the requirements of the citizens and improve their living conditions.

It is organized annually by the Municipality and local citizen Associations, to promote the tradition of the hand-woven towel, also the tourism and culture in the South of the Republic of Moldova.

The signing of the Agreement is a result of the joint work of the Community Initiative Team and the associated municipalities, which together with the citizens, make joint efforts to create a modern communal solid waste management service in both localities, with the support of MĂ IMPLIC Project.  Under the agreement, the partner municipalities will receive a grant of a maximum of 65,000 Swiss francs, for carrying out the works and/or procuring the necessary equipment, for the realization of the project.

In addition to the purchase of equipment and works, CITs will organize fundraising campaigns for the 20% contribution of municipalities, as well the awareness campaigns will be continued, the purpose of which is to change the attitude of citizens towards waste, environment, personal and collective responsibility towards the sanitation of the village.
