On July 10, 2023, the Municipality of Leuşeni, as one of the partner localities of the MĂ IMPLIC project, had the privilege of hosting representatives from the Swiss Cooperation Office in the Republic of Moldova. The visit, led by Ms. Genevieve FEDERSPIEL and Mr. Radu DANII, aimed to monitor and evaluate the progress of the project’s implementation, focused on improving the communal sewage service in Leuşeni.

During the visit, the Swiss Cooperation Office representatives, accompanied by the project’s managers, had the opportunity to observe firsthand the ongoing work related to the improvement of the communal sewage and sanitation service in Leuşeni. The project encompasses the construction of a centralized sewage network, the establishment of a purification and pumping station, and the installation of septic tanks in areas where direct connection to the central pipeline is not feasible. The delegation toured the purification station, pumping station, and even visited private households where septic tanks were already operational. The efforts and dedication of the Local Public Administration and the citizens in driving the project’s success were duly recognized and appreciated by the Swiss representatives.

In addition to monitoring the project’s implementation, the Swiss Cooperation Office delegation provided constructive feedback and suggestions for further improving the planned activities. Drawing upon their expertise in local governance and development, Ms. FEDERSPIEL and Mr. DANII offered insightful recommendations that could enhance the project’s impact and effectiveness.

Recognizing the importance of equipping the Service Supplier, ÎM Servcom Leuşeni, with the necessary resources, the MĂ IMPLIC project provided the Municipal Service Operator with a range of IT equipment and software licenses. These tools will empower ÎM Servcom Leuşeni to carry out their duties effectively, ensuring the seamless operation of the Municipal Enterprise. The support from the project emphasizes the significance of modern technologies in optimizing service delivery and enhancing the overall functioning of the municipal enterprise.

The visit of the Swiss Cooperation Office representatives to Leuşeni proved to be a valuable exchange of knowledge and expertise. The monitoring and evaluation of the project’s implementation, coupled with the insightful suggestions provided, reinforce the commitment to achieving the project’s objectives. Through collaborative efforts, Leuşeni is poised to experience enhanced sanitation services, resulting in a better quality of life for its residents.

We would like to remind you that the Municipality of Leuşeni, the service operator, and the citizens are making joint efforts to improve the communal sewage service in the locality, with the support of the MĂ IMPLIC project. The total value of the project is 19.63 million lei, of which 18.43 million lei represents the local public administration’s own contribution. The project not only helps the Municipality improve the local infrastructure but also focuses on developing sustainable approaches and models to maintain this infrastructure and ensure the sustainability of the services provided to the community.

The signing of the Agreement is a result of the joint work of the Community Initiative Teams and the Municipality, which together with the citizens, make joint efforts to improve the communal sanitation service, with the support of MĂ IMPLIC Project.  Under the agreement, the partner-municipality receives a grant of a maximum of 65,000 Swiss francs, for carrying out the works and/or procuring the necessary equipment, for the realization of the project.

In addition to financial support, beneficiaries receive consultancy and capacity-building services. The “MĂ IMPLIC” project helps the municipality and the service provider not only to improve the infrastructure but also to develop long-term approaches to keep this infrastructure in good shape and to have sustainable models for financing the provision of services. In our work, we ensure that local citizens, LPA employees, NGOs, and businesses are actively involved in modernizing community services in the community and especially that the less advantaged have equal access to these services.

In the spring of this year, 728 municipalities entered the project competition for the “Satul European” National Program. Among the winning, priority local development projects in the period 2022-2023 are also the files of 30 LPAs, partners of the MĂ IMPLIC project.
The communities, with the support of the “Satul European” program, will improve or create new communal services and develop the local infrastructure. The projects cover various fields such as: water supply and sewage, street lighting, social infrastructure, renewable energy, restoration projects of historical monuments, cultural and sports activities.

Some municipalities have chosen to apply for Government support to co-finance investment projects. Thus, Nișcani and Capaclia obtained the necessary resources for the co-financing of the project implemented with the support of MĂ IMPLIC (street lighting and water supply, respectively).

The complete list of the 492 infrastructure projects selected by the Government of the Republic of Moldova to receive funding from the sources of the National Fund for Regional and Local Development (FNDRL) is available here.

On July 29, Sculeni City Hall signed the Grant Agreement with the Mă Implic project. It is a result of the joint work of the Community Initiative Team and the Municipality of Sculeni, which together with the citizens, make joint efforts to improve the communal sanitation service, with the support of MĂ IMPLIC Project.  Under the agreement, the partner-municipality receives a grant of a maximum of 1.2 mln lei, for carrying out the works and procuring the necessary equipment, for the rehabilitation and expansion of the sewage network and construction of the main sewage pumping station.

In addition to financial support, the municipality receives consultancy and capacity-building services. The “MĂ IMPLIC” project helps the municipality and the service provider not only to improve the infrastructure but also to develop long-term approaches to keep this infrastructure in good shape and to have sustainable models for financing the provision of services. Under the agreement, the partner-municipality receives a grant of a maximum of 1.2 million lei, for carrying out the works and/or procuring the necessary equipment, for extending the local water supply network by 1.5 km and building a water collection station. Ciuciuleni Municipality contributes 680 thousand lei for the project.

The signing of the Agreement is a result of the joint work of the Community Initiative Team and the Municipality of Copceac, which together with the citizens, make joint efforts to improve the communal sanitation service, with the support of MĂ IMPLIC Project.  Under the agreement, the partner-municipality receives a grant of a maximum of 1.2 mln lei, for carrying out the works and procuring the necessary equipment, for the extension of the sewerage network in 4 streets in the locality.

For the realization of the project, the Municipality of Copceac contributes with 700 thousand lei, and the local citizens collected another 200 thousand lei.

During the signing ceremony,Oleg Garizan, mayor of Copceac village, mentioned that the realization of this project is an important step in modernizing communal services and creating better living conditions for the citizens of Copceac.
