				<p data-start="267" data-end="597">Over 60 representatives of local and central public authorities, development partners, organizations active in the field of public participation, as well as experts in the field, participated on Thursday, March 12, 2026, in an interaction session and exchange of good practices on budget transparency and local revenue management.</p><p data-start="599" data-end="867">The event was facilitated by the Institute for Development and Social Initiatives “Viitorul” (IDIS “Viitorul”), a partner of the project “MĂ IMPLIC – Project on civic engagement in local governance”, implemented with the support of Switzerland and implemented by SKAT.</p><p data-start="869" data-end="1435">The session was part of the Training and Mentorship Programme – Transparent Budgeting, carried out between October 2025 and March 2026, and represented a stage of capitalization and consolidation of results, with a focus on social cohesion and local development. The objective of the session was to facilitate a structured exchange of experience and institutional dialogue between local public authorities on budget transparency, participatory approaches, and local revenue management, as well as to formulate practical recommendations applicable at the local level.</p>					</div>

We cannot benefit from these opportunities if we remain isolated. We need dialogue between central and local authorities, and today this dialogue is taking place. We need the contribution of experts who work daily in this field. But most importantly, we also need the exchange of experience among you, the practitioners.”</span></p>					</div>

				<p><img loading="lazy" class="alignright" src="https://ma-implic.md/wp-content/uploads/2026/04/buzu_alexei_skat-1-300x251.jpg" alt="" width="300" height="251" /><span style="letter-spacing: -0.27px;">Present at the opening panel titled “Dialogue on public participation as a tool for social cohesion”, <b>Mr. Alexei Buzu, Secretary General of the Government,</b> spoke about the role of public administration reform in strengthening territorial and social cohesion, by reducing development disparities between communities, increasing citizens’ trust in institutions, and improving access to quality public services. He also mentioned that many local administrations operate with small teams and limited resources, and their own revenues account for only 11% of local budgets, which limits their capacity to adequately respond to community needs. “We understand that at the local level, when administrative boundaries are disturbed, social cohesion suffers. The reform of local public administration is not about savings, but about consolidation. We need stronger municipalities, capable of managing projects and investments, developing communities, and providing quality public services for people.”</span></p>					</div>

				<p><img loading="lazy" class="alignleft" src="https://ma-implic.md/wp-content/uploads/2026/04/carolina_ungureanu_skat-3-300x251.jpg" alt="" width="300" height="251" /><span style="letter-spacing: -0.27px;">In turn, <b>Carolina Ungureanu, Deputy Director of IDIS “Viitorul”, </b>emphasized that budget transparency and efficient management of local revenues are essential elements for strengthening trust between local public authorities and citizens. “The results of the training programme show that when local public administrations benefit from practical tools and mentorship, they can more effectively apply the principles of budget transparency and citizen participation. Evaluations conducted after the trainings indicate a significant increase in the level of knowledge: over 96% of participants assessed their competencies as good or very good after the training, compared to 45% before the programme.”</span>.</p>					</div>

How can budget transparency become a real tool for dialogue and social cohesion”, discussed citizens’ access to budget information; community participation in decision-making; the role of local administrations in creating genuine participatory processes, as well as practical examples provided by mayors from different localities.</p><p style="font-size: 18px; text-align: left; letter-spacing: -0.27px;" data-start="4165" data-end="4530">The second panel, “Local revenues and economic development. Local financial autonomy as a driver of community development”, addressed the economic dimension of local administrations; the capacity of local authorities to generate own revenues; the management of local taxes and fees; as well as the link between financial autonomy and the quality of public services.</p><p style="font-size: 18px; text-align: left; letter-spacing: -0.27px;" data-start="4532" data-end="4928">Within both panels, local public administrations – partners of the project “MĂ IMPLIC – Project on civic engagement in local governance” – presented relevant experiences and innovative solutions. Thus, the Mayor of Telița village, Anenii Noi district, announced, as a premiere, the application of an international good practice by signing a contract with a company specialized in debt management.</p><p style="font-size: 18px; text-align: left; letter-spacing: -0.27px;" data-start="4930" data-end="5354">The interaction session and exchange of good practices on budget transparency and local revenue management provided a useful framework for experience exchange among local public authorities, for the analysis and validation of applied solutions, as well as for institutional dialogue with central authorities and experts. All these contribute to strengthening public trust and aligning local practices with national policies.</p><p style="font-size: 18px; text-align: left; letter-spacing: -0.27px;" data-start="5356" data-end="5716">Within the project “MĂ IMPLIC – Project on civic engagement in local governance”, implemented with the support of Switzerland and implemented by SKAT, IDIS “Viitorul” experts provided personalized support to partner local public administrations in areas such as budgeting, transparency, participatory processes, and communication of decisions to the community.</p>					</div>

				<p>The &#8220;MĂ IMPLIC&#8221; project provides three essential guides for improving communal household services, as part of its ongoing efforts to strengthen local governance and increase public access to quality services. These documents are:</p><ol><li><strong>Service Improvement Plan. PART I. USER PROCESS GUIDE</strong></li><li><strong>Service Improvement Plan. PART II. DATA PROCESSING GUIDE</strong></li><li><strong>Service Improvement Plan. APPLICATION INSTRUCTION</strong></li></ol><p>Since October 2021, the &#8220;MĂ IMPLIC&#8221; project has used the SIP tool (Service Improvement Plan) in thirty local public administrations/groups of partner LPAs in the Northern, Central, Southern regions and UTA Gagauzia. The tool has been continuously adapted to meet the specific needs of LPAs in the Republic of Moldova, based on practical recommendations and lessons learned throughout the application process.</p><p>In Phase II, the &#8220;MĂ IMPLIC&#8221; project aims to contribute to strengthening local governance and increasing public access to better services by providing support and assistance to first-level LPA groups that express interest in creating partnerships and/or aspiring to initiate a voluntary amalgamation process of administrative-territorial units (UAT). By creating useful tools for LPAs, the project will continue to contribute to the development of communal household services in partner communities.</p>					</div>

The project is implemented by Skat Consulting Ltd., a Swiss consulting firm is financed by the Swiss Agency for Development and Cooperation. Skat Consulting Ltd, and its project implementation unit, a Moldovan-registered non-profit organisation, implement donor-financed projects for a period of more than 10 years in Moldova already.</p><p>The project is implemented by a team of ca 10 full-time staff operating from an office in central Chisinau. The team is headed by an expatriate Team Leader who is also based permanently in Chisinau. The project is implemented by Skat Consulting Ltd., a Swiss consulting firm, and is financed by the Swiss Agency for Development and Cooperation. Skat Consulting Ltd, and its project implementation unit, a Moldovan-registered non-profit organization, implement donor-financed projects for a period of more than 10 years in Moldova already.</p><p>The project supports project partners at local and national levels. Activities at the national level support government institutions in the implementation of Public Administration, and here especially the Local Government reform. At the local level, the project supports capacity development, civic engagement, and improvement of public service infrastructure in rural communities. In the 2<sup>nd</sup> phase, Ma Implic aims to support groups (“clusters”) of rural LPA which will jointly deliver better public services and improve governance processes. The selection of these partner LPA groups will be made in the first half year of the projects new phase (between December 2023 and March 2024). We expect the total number of such partner LPA groups to be 10 which will be located across the country.</p><p>One of the activity areas of the Ma Implic project aims to increase capacities of partner LPA groups to improve the necessary capacities and skills to improve the performance of their core functions. This will include formats such as trainings, peer-exchanges, mentoring and other suitable formats to enhance skills and capacities in topics such as organisational and strategic planning, public financial management, citizen outreach and transparency; project preparation and management, human resource management, anti-corruption and integrity, digital literacy.</p><p>The expected results of these activities are expected to result in measurable improvements of LPA capacities. The project works to improve infrastructure and civic participation in 30 rural community projects. At the national level, the project supports the policy, legal and financial environment for quality public service provision and decentralization reform. The project builds on the experience and results of the successful ApaSan project (2011-2019, <a href="https://apasan.skat.ch/">www.apasan.skat.ch</a>) and is currently in its inception phase.</p><p>The positions are to be filled for the project duration until October 2023, and start as soon as the potential candidates will be selected.</p><p>Duty stations are the respective project offices in Chisinau. Flexible home office arrangements will apply as long as the circumstances require. The project teams are relatively small, flexible and dynamic teams (Ma Implic, 6 permanent staff, ApaSan+ 3 permanent staff) and more international and Moldovan experts working on short- and longer-term assignments with the project all over the territory of Moldova.</p><p>The position reports to the respective Team Leader (resident in Chisinau, Moldova) and coordinates closely with skat headquarters in St Gallen, Switzerland. At the local level, the project will support local public authorities from 30 rural partner municipalities concerned to manage the provision of services in a participatory, efficient, inclusive and sustainable manner. People will also be more involved in making local decisions and monitoring the provision of services in the targeted municipalities, due to the intervention of the project. At national level, the project will support the political, legal and financial environment for the provision of quality public services and the reform of decentralization.</p><ol start="2"><li><strong>PURPOSE OF THE CONSULTANCY</strong></li></ol><p><strong> </strong>The main objective of the Consultants(s) is to facilitate the implementation of selected local interventions on water supply (7 projects) and sanitation (3 projects) , public street lighting (3 projects) and solid waste management (17 projects), as well as technical and consultative expertise of infrastructure construction and/or rehabilitation projects.</p><p>We expect that <strong>at least two individual consultants </strong>will be required to support the 17 projects in the field of<strong> waste management</strong>.</p><p>We expect that <strong>at least two individual consultants </strong>will be required to support the 10 projects in the field of<strong> water / sanitation</strong>.</p><p>We expect that <strong>one individual consultant </strong>will be required to support the 3 projects in the field of<strong> street lighting</strong>.</p><p>At the first stage of their involvement the Consultant(s) will undertake a detailed technical, socio-economic assessment and environment impact assessment to determine the most suitable intervention option for each of the target projects. The Consultant(s) will provide technical assistance and build capacities among beneficiaries in technical evaluation, preparation of interventions for investments, ensuring the compliance of projects with the national normative framework, thus ensuring cost effective capital investment and efficient use of resources. Before the investment phase the Consultant(s) will advise the project team and the beneficiaries on the best applicable solutions and will propose a set of recommendations for each intervention.</p><p>At the second stage (Investments) the Consultant(s) will be expected to closely monitor the progress of works and supervise infrastructure sites and civil works within the target projects in accordance with technical design, contract requirements and the legislation of the Republic of Moldova. The consultant(s) will also support the project beneficiaries in the process of accepting the final work.</p><ol start="3"><li><strong>PERIOD OF ASSIGNMENT and SCOPE OF WORK</strong></li></ol><p><strong> </strong>Consultants for projects in the field of <strong>water / sanitation:</strong>  <strong>April 2021 – June 2023</strong>, with a possibility for extension, subject to progress of the individual projects. The estimated scope of work is <strong>40 days for each of the ten projects</strong>.</p><p>Consultants for projects in the field of <strong>waste management: April 2021 – September 2022</strong>, with a possibility for extension, subject to progress of the individual projects. The estimated scope of work is <strong>20 days for each of the seventeen projects</strong>.</p><p>Consultants for projects in the field of <strong>street lighting: April 2021 – December 2021</strong>, with a possibility for extension, subject to progress of the individual projects. The estimated scope of work is <strong>15 days for each of the three projects</strong>.</p><ol start="4"><li><strong>SUPERVISION AND COORDINATION</strong></li></ol><p><strong> </strong>The Consultant(s) will report to the Ma Implic Task Manager who will be a regular point of contact and communication for all matters related to the scope of this ToR. In addition, the Consultant(s) will closely work with respective Local Facilitators of the MA IMPLIC project and local implementing partners as deemed necessary. When the construction work is completed and meets the quality requirements, the Consultant(s) prepares a work completion report</p></td><td width="173"><p>According to Investment Contract and Calendar Schedule</p></td></tr></tbody></table><ol start="6"><li><strong>RESPONSIBILITIES OF THE CONSULTANTS</strong></li></ol><p>Sector-specific tasks and responsibilities</p><p>The work for the Consultant(s) on <strong>solid waste management</strong> will include following activities:</p><ol><li>Carry out a detailed analysis of the current waste generation patterns to select the best waste management option and disposal location. The Consultant(s) will develop a multi-criteria analysis justifying the selection option, criteria and weights.</li><li>Review the needs for solid waste management in the target areas. Assess the needs of all relevant stakeholders concerning waste management and disposal (private, public sector, citizens).</li><li>Assess the technical and economic feasibility of a source separation system to recover valuable recyclable waste streams and include the necessary infrastructure (e.g. collection bins, hydraulic presses etc.) in the landfill design.</li><li>Identify possible income generating activities and recommended potential partnerships for the investments activities.</li><li>Perform an Environmental Impact Assessment</li><li>Make necessary recommendations for institutional changes in managing of service</li><li>Conduct a financial analysis of the landfill and waste management operations.</li><li>Design a timeline for the construction/rehabilitation of the landfill under each potential scenario.</li></ol><p>The work for the Consultant(s) on <strong>water supply and sanitation</strong> will include following activities:</p><ol><li>Analyse the technical aspects and assess the feasibility of intervention options for construction/rehabilitation of water supply and or sewerage service. The Consultant(s) shall consult widely with the Local Action Group on the acceptability of identified options and make recommendations as to optimal one.</li><li>Review the existing technical designs and/or prepare recommendations and or changes for the proposed intervention in accordance with national construction norms and technical requirements.</li><li>Assist the Local Action Group in developing tender documents (including, but not limited to, design, requirements and technical specifications, requirements for contractors), carrying out tender procedure, preparing evaluation report and contract.</li><li>Identify hazards for the design and construction stages. This must comprise procedural risks, environmental risks, technical and quality risks, risk of cost overrun, risk of delays, risk to third parties, etc.</li><li>Assess the likelihood of these risks and the potential consequences. Identify possible mitigation measures.</li><li>Verify that the progress of the Works is in compliance with the Programmes approved under the Contracts on behalf of the LPA(s). Notify the Task Manager as far as possible in advance of any possible non-compliance with the Programme.</li><li>Carry out an oversight inspection of the work being executed by the Contractors to provide assurance as to the quality and standards of the materials and workmanship, and compliance with the specifications and drawings as included in the contracts, the Approved Design, the Detailed Drawings, the Quality Assurance Manual and any agreed amendment there to.</li><li>Supervise facilities inspections, all installation work at the sites and commissioning/testing of Project components, if required.</li></ol><p>The work for the Consultant(s) on <strong>street lighting</strong> will include following activities:</p><ol><li>Detailed asset inventory of the street lighting system of the municipality</li><li>Analyse, to the extent possible, and comment on the current street lighting system and maintenance, institutional set up, legal practices, standards, suggest areas for improvements.</li><li>Collect and analyze data on electrical consumption of the current street lighting system of the municipality.</li><li>Collect and analyse data on the operation and maintenance costs born by the municipality to operate and maintain its street lighting system.</li><li>On the basis of the analysis of the current technical baseline, the Consultant shall identify areas of energy efficiency improvement for the street lighting system. It shall highlight the energy saving and its impact on the annual lighting bill of the municipality, based on a simulation using relevant software and according national lighting standards.</li><li>Review and comment on the need to upgrade/replace light columns, lamp and or feeder/switches and propose a realistic upgrade plan indicating approximate number of columns/lamp/switches to be replaced/upgraded with an indicative timeline.</li><li>In line with the applicable standards, to propose a street lighting standard (light quality standard: illuminance and luminance) for each category of the street in the technical and functional parameters.</li><li>Analyse the remote lighting control and monitoring systems available in the market, benefits and drawbacks of the usage of each of them as well conduct costs comparison.</li><li>Assemble and review all available relevant data, reports, designs and mapping for the proposed intervention and advise on any new or additional technical design works that may be required.</li><li>Prepare indicative technical specifications of the equipment and inventory to be procured during project implementation.</li><li>Develop a detailed business case for the intervention. Energy saving calculations should be detailed for the intervention as well as the corresponding investment plan.</li></ol><ol start="7"><li><strong>QUALIFICATION REQUIREMENTS</strong></li></ol><p>The technical consultant should have education and knowledge in civil engineering, water and sanitation, national construction codes and standards, building laws, as well as extensive experience in implementing community development projects.</p><ul><li>Education: University Degree in civil engineering, water, sanitation or architecture, and/or other relevant area;</li><li>Work experience: at least 5 years of work experience in the field of civil engineering;</li><li>Technical-professional attestation certificate issued by national authority INCERCOM;</li><li>Extensive experience in monitoring/supervision/supporting infrastructure and civil works, preferably street light renovation, water and sanitation networks;</li><li>In depth knowledge of national legislation related to the construction works;</li><li>Experience within community development programs is an asset;</li><li>Language skills: excellent command of written and spoken Romanian and Russian is required; knowledge of English is an asset;</li><li>Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point);</li><li>High level of responsibility and organization capacities, creative approach to solving issues;</li><li>Excellent communication and reporting skills;</li><li>Ability to meet deadlines and prioritize multiple tasks;</li><li>Capacity to communicate fluently with different stakeholders (civil society, local authorities, local communities, project staff);</li><li>Driving license category B and availability of travel with own car.</li></ul><ol start="8"><li><strong>APPLICATION PROCEDURES</strong></li></ol><p>Qualified and interested candidates are hereby requested to apply.
