THE STATE CHANCELLERY AND THE SWISS AGENCY FOR DEVELOPMENT AND COOPERATION (SDC) SIGNED A COOPERATION AGREEMENT IN THE FIELD OF LOCAL GOVERNMENT

The State Chancellery of the Republic of Moldova and the Swiss Agency for Development and Cooperation (SDC) signed an Agreement for the implementation of the second phase (2023-2027) of the project on civic engagement in local governance MĂ IMPLIC

The overall objective of the MĂ IMPLIC Project is to contribute to the strengthening of local governance and the improvement of access and quality of public services for the residents of the Republic of Moldova.

The project is a reference point in the field of local governance under the Swiss Cooperation Program for Moldova 2018-2021 (extended until 2024) and will maintain this role in the upcoming Swiss Cooperation Program for Moldova (2025-2028).

The MĂ IMPLIC Project will provide support for the promotion and implementation of local public administration reform, maximizing existing partnerships between local public authorities (LPAs) in terms of service delivery, and contributing to the voluntary amalgamation process, as well as strengthening models of inclusive governance. In line with the objectives of the Public Administration Reform (PAR), the project will focus on the following: joint provision of services by groups of LPAs, expanding the scope of service delivery, promoting the use of digital tools for local administration processes, as well as interaction between LPAs and citizens.

MĂ IMPLIC Project (Phase 2) is not just a project; it represents an initiative that aspires to generate beneficial and lasting transformations in the communities of the Republic of Moldova. By mobilizing local and international expertise, the project aims to address the specific challenges of local communities and promote models of inclusive governance, thereby improving the lives of citizens. They will benefit from increased access to quality public services, improved infrastructure, and more competent authorities, contributing to the sustainable development of these local communities.

 

The Swiss Agency for Development and Cooperation (SDC) will provide 6,960,144 Swiss francs (CHF) for the implementation of the MĂ IMPLIC Project (Phase 2) from 2023 to 2027. Skat Consulting Ltd will act as the implementing agency, working closely with local authorities and communities.

The signing of the Memorandum represents a joint effort between the Government of the Republic of Moldova and the Government of the Swiss Confederation to empower local governance in the Republic of Moldova.
